Health systems strengthening

We partner with governments and ministries of health to help strengthen the public sector health system.

Halcyon started out mainly as private sector-focussed experts, but over time we have expanded to incorporate strengthening the public health system.  We did this because we recognised that in many of the poorest and more remote locations in developing counties and fragile states the private sector is not the first choice for health services; it is the public sector where services are free and more widely available that has the greatest reach.  In many countries, however, the public sector health system is very weak and capacity is limited, and a long-term approach is required to strengthen systems.

We take a straightforward and pragmatic approach to health systems strengthening because in many locations complex solutions are not required.  Key areas of focus for Halcyon include health service delivery; health supplies; financing and information; leadership and governance.  We have provided ongoing technical support in countries with some of weak health systems including the Democratic Republic of Congo, Ethiopia, Kenya, Pakistan, Somalia, South Sudan and Uganda for programmes supported by DFID, USAID, UNICEF, WHO and others.  

EXAMPLES OF OUR EXPERTS AND EXPERIENCE.

Thomas Maina is a leading health economist in Kenya, with 16 years experience in health care financing, policy, planning and budgeting, health resource tracking and the economic evaluation of health programmes. Thomas has worked as the Principal Health Economist with the Kenya Ministry of Health and more recently at the USAID Health Policy Plus Project he was responsible for supporting 26 counties in Kenya to strengthen their planning and budgeting capacity. He currently consults for the World Bank Multi Donor Trust Fund.

Augustine Bahati has more than 15 years international experience in the field of pharmaceuticals, logistics and supply chain management systems. He has worked in senior positions at JSI, Crown Agents and UNFPA in Kenya, Nigeria, South Sudan and Uganda where he has provided technical support to HIV/AIDS, reproductive health and TB programmes on supply chain management and monitoring,  quantification, procurement, inventory control, warehousing and storage, logistics management information system, transport and distribution.  

Philip Wambua is a senior health systems expert with 18 years experience working for multiple clients across more than 16 counties in East and Southern Africa. Philip has worked extensively for UNICEF and WHO and is currently leading a three-country assessment on birth registration for UNICEF He also has extensive expertise on adolescent programming, having been trained by WHO as a global expert to support countries adopt the Global Strategy for Women’s, Children’s and Adolescents' Health 2016 – 2030.
